The transformation of cities based on superblocks is an initiative that, Salvador Rueda as director of the Urban Ecology Agency of Barcelona, has promoted since 1987. At that time, he was heading the technical services of the environment of the Barcelona City Council and one of the works done was the map of noise of the city.

The levels of pollution in the air are a constant concern for the authorities of the city of Barcelona. An alternative solution is the implementation of a pilot plan to recover public space and reduce traffic in Poblenou, a neighborhood of the city.

“I realized that the noise follows a pattern of all or nothing, i.e. if cars pass noise levels always exceed the 65 dBA (inadmissible daytime noise)”. To reduce the noise to acceptable levels, the street should be only for neighbors. “It occurred to me that the noise management (and so was included in the Plan of fight against the noise of Barcelona), without compromising the functionality of the urban system, could be articulated by an urban cell: the superblock”. This is how Rueda defines his superblock. On the website of the Urban Ecology Agency of Barcelona, he explains in detail his project.
