The proposal was prepared by the Councilor of 1 País Luciano Sanguinetti, who presented an ordinance draft to implement superblocks in that locality of the northern part of the district. If approved, the zone that goes from the Centenary Road through street 11 to Calle 14 B will go to Calle 476 (ex Güemes) and from this one until Camino Centenario.

"The superblock is a new form of urban organization that, with its implantation, provides solutions to the main dysfunctions linked to mobility, while improving the availability and quality of the public space for the pedestrian. These objectives are achieved with the introduction of two fundamental changes: the hierarchy of the road network and the establishment of a differentiated network for each mode of transport. They are urban cells of between 300 and 400 meters in every side, in which the motorized traffic and the car park are minimized. Surface vehicles, and pedestrians are given the highest priority in the public space. Motor traffic circulates along the perimeter routes, while the inner streets are reserved for the pedestrian and, under special conditions, a certain type of traffic, such as resident vehicles, services, emergencies, loading and unloading, "explained the counselor of 1 País Luciano Sanguinetti, author of the initiative.
