Plan of Action for the articulation of the planning and management instruments of the Historic Center with the concepts of Ecosystemic Urbanism

The main objective of the diagnostic memory is the evaluation of the degree of urban sustainability, from a systemic view, of the urban fabrics of the Historic Center (CH). This evaluation is made from the degree of accommodation of the current situation to a reference model - Ecosystemic Urbanism -, from a panel of indicators that offers interpretive tools to detect deficits and potentialities of these fabrics.

 
In a second part the strategic proposals are detailed to maximize the objectives of the Ecosystemic Urbanism in the study area. Three technical instruments are proposed that articulate and allow to fit most of the variables of the conditioning system. An evaluation system is established that collects and weighs the system of indicators and conditioning factors (first technical instrument). A new urban cell (second technical instrument) of about 16/20 hectares is defined: the superblock, which, by repetition, draws an urban mosaic and stands at the base of the functional and urbanistic model. It includes most of the variables of the new urbanism and solves the dysfunctions of the current urban reality. And it is planned to take into account three levels of management (third technical instrument), one on roofs, another on the surface and another in the subsoil. The three levels allow to include the set of variables of the ecointegrative approach that the current urbanism, with only one plane, can not.
