The Plan responds to the objectives and guidelines which include environmental urban environment strategy and in the green book for urban environment, approved by the Ministry of the Environment and the network of local sustainable development.

The starting point is the diagnosis of the current situation both in what it refers to mobility and the habitability of the public space. Then analyze different scenarios, taking into account the projection of future of the city and establish a model of more sustainable urban mobility and a more habitable public space, which takes into account a new public space with a cast to their uses and functions other than the current. Thus, plans to allocate 63% of the public road space, as opposed to the current one in which 68% is reserved for the use of the car to the pedestrian.

This model requires the reorganization of the networks of mobility which involves a lower consumption of resources and energy. It discusses the impact of changes on patterns of displacement of persons, the occupation of public space, the activities and the degree of comfort. The indicators necessary to make decisions to increase the quality of the public space of the city offered to managers.
